A recent article "Toxicologic Principles Do Not Support the Banning of Chlorine" gives the Society of Toxicology position on chlorine in the environment. The article can be found in the journal: Karol,M.H. 1995. Toxicologic principles do no support the banning of chlorine (Commentary, a Society of Toxicology Position Paper). Fund. Appl. Toxicol. 24:1-2. Some chlorinated compounds may present a justifiable health concern and some have been banned. However, the Society of Toxicology "takes the position that a broadly based ban of the class of chemicals containing chlorine, or any other element for that matter, would be both irresponsible and unscientific."
